You are actually not going over the internet with this. You are only going over your internal network. The IP of 192.168.0.xxx is a local IP assigned by your router. There are thousands of devices with the same IP in other peoples internal networks so for example, you would not be able to give a friend in another town your IP and expect them to be able to call you.

i tried look for the iVoice III but they don't sell it where i live (Canada) but a haven't herd of the Belkin TuneTalk do you know where i could buy it in Canada ?
Get yourself a Macally iVoice III--Microphone, google it, or there is a mic that plugs into the headphone jack, that is a little bit cheaper (but it only works on the ipod touch 2G).
You could also check out the Belkin TuneTalk microphone.
I hope to get both of them soon, because I use my ipod for recording and VoIP.
What firmware are you on? The microphone input only works on the 2.2 firmware or newer.

theres an easier app called walkie talkie you just have to have 2 iphone/ipod and search for them and talk
