It's from Stuttgart and the Tugger who's singing is Rob Fowler.
The Tugger on the German Cast CD is Fred Butter.

das war 2002, steht in der Videobeschreibung ;)
Ein paar Monate später haben sie dann den Text geändert und der wird heute noch so gesungen^^
