Entering Lock on Volga River

The last time I saw such a lock "sluise"

was in Augest 3, 1990 ;)

in Svir' ridver in Russia

But what causes the elevation changes on the river, there must be some obstacle (dam or mill weir) doing so.

Are the locks on the Volga river actually part of lock and weir pairs, or are they to avoid obstacles like rapids?

There are no rapids. Locks are required because the elevation changes.
