if you'd never seen a glass before, or if it was the first time you saw a glass, you would have no meaning for it--that's what you mean i think. So you, everyone, decides, has a thought, an idea about the glass and tests it and then after so many times of testing, manifesting the glass to hold water, you come to believe a glass is for holding water.
