Hank was protesting that Elvis had sold him his car without telling Hank that it was an oil-burning clunker. (The Larry Sanders Show was fictional and was the precursor of stuff like Curb Your Enthusiasm where celebrities played obnoxious or stupid versions of themselves) . Elvis also appeared in an earlier episode where he had a temper tantrum and trashed his dressing room. Very funny
The Larry Sanders Show was fictional. The talk show portion was only a small part of the show. Most of it took place behind the scenes with celebrities playing immature versions of themselves (like Curb Your Enthusisam). The Hank character was protesting the fact that Elvis had ripped him off by selling him his Bentley that turned out to be an oil-burning clunker. Elvis also was on an earlier episode where he ended up trashing his dressing room. Funny stuff.

I was at an E.C. gig once when this crazy looking tough guy who was probably on speed or something kept yelling out "Bastard!" and stereotypical anti-Elvis things like that. He was a crazed sychophant and fanATIC. Somebody yelled "Shut up!" back to him and E.C. said "I agree."

Part of the genius of The Larry Sanders Show was the shit hot performances of the musical guests.
