this happened were i live 2 nights ago and it was on my local news they said it was ice crystals comming off the moon and reflecting sun rays back down to the surface of the earth

I see those a lot. I never seen a sun halo though. I've seen a circular rainbow around the sun though. If that counts.

The rainbow is the sun's halo ;). What's happening here is basically the same as a rainbow I believe, but I may be wrong.
