Sephiroth does seem to win on the boss theme though.

For best video game villain ever is hard to think of anything other than Jon Irenicus or maybe Sarah Kerrigan, BUT they have the unfair advantage of the golden age of PC era AND blockbuster movie quality voice acting.

So, for their time, Sephiroth and Kefka are certainly at the top.

The characters in FF7 are weak IMO when compared to FF5 and FF6. The materia mechanic really limits them, unless you've got the most broken stuff in the game, and the only time they would be "better" is on Limit Breaks...then again, Level 99 Terra's bare fist does 9999 to final Kefka...

Terra or Celes would own an entire party of FF7 characters 1vs all:

FF6 Ultima w/ max magic stat overflows the combat system...even against the end bosses, even without Morph.
