Get to lvl 40, head to Grandville. Go inside the big Arachnos building behind Recluse's statue, go to the info desk, hang a left, fast right, up the elevators. Recluse and the four patrons are upstairs. :)

Maybe NCSoft should put a little bit more time and effort into the videos they create instead of the quite frankly, shit, they released for the i13 Trailer.

Actually, having spoken to NCSoft's videographer at HeroCon, I know that HE was horrendously rushed as well for their teaser of I-13's powersets. I gather it was a rather last-minute thing. And he's done great work in the past - their official I-11 and I-12 trailers were quite cool.
