As long as there are resources to compete over, there will be war. Mercs know that if they're captured, they're routinely executed (Fallujah). That being said, they're typically used in a mlitary fashion, not as hit squads.

@nerblebun In the United States, there are permits needed depending on the jurisdiction. That being said, they're easy to come by if you work in private security. Gun laws in most major cities make it so that only the rich can legally carry. As for the Iraq shootings, those were done during route reconnaisance prior to escorting VIPs(triggerhappy). The Iraqi gov't banned them from the country because of their perceived immunity. When they changed their name, they banned THAT company as well.
@nerblebun Also, the assault weapons ban expired and not all states enforce it. Since those weapons are technically company property, there are loopholes wherever they go. Blackwater is incorporated in North Carolina near major military bases, and enjoys the state's permissive gun laws.
