I would guess this is the B-main and he either missed or dnf'd the heat. In other words he shouldnt have been in this race to begin with. Also it was second last to second maybe.
Looks to me like a normal front runner missed his heat and had to run the Consi with the best of the worst.. Our track champ has done this a few times.
