tolkien never specified on what the herb was ;) he makes it clear when a character is smoking tobacco compared to the leaves of old toby and what gandalf usually smokes. its very possible that J.R.R meant it to be a "marijuana" like substance based on how jolly the characters are after a good meal and a full pipe. its probably a middle-earth strain lol.
