Wesker most likely failed to mention Brad since he didn't actually take part in the mission, not to mention had he actually bother to keep his helicopter parked, he most likely would have been ordered to stay put, just like kevin in the Bravo helicopter. Also, Wesker didn't officially start STARS. STARS had been around since the 1960's and the Raccoon City branch was formed in the mid '90s. Also keep in mind that much more was added to the story line since this was made.

He actually looks way cooler than he ever had. Before he had no facial structure and looked like a teenager. Now you can see the power in him. He only looks old at some instances. Watch chapter 5 through 6 cutscenes and he looks super young. He looks awesome cause for one his new midnight outfit is fuckin sick and he and wear his STARS uniform. Plus if enough damage is inflicted his glasses will fall off and his red eyes will show.

Duke Nukem as you know him didn't exist until AFTER Resident Evil 1. Maybe even after 2. The original Duke Nukem was an old TANDI Computer game where he wore a pink tank top and tight blue pants.
