Yes that's a black face. But in the redrawn version, you couldn't tell, as Petunia's lips were not colored white as in the b/w and computer colored version. It just looked as if she had mud on her face.
Petunia sounds like the girl in the Tom and Jerry cartoon "Baby Puss".
