No it's not, it was a glitch before in lvl 70 if you respecced arms after being fury you could still have your 2x2h weps equiped and bladestorm^^ as long as you didn't change zone like joining a bg etc :)
Well i don't think you are able to get season 4 gear anymore since no one is playing arena at lvl 70 cause they are lvl 80 :) just try and see what you think is best :)
It's the bug that if you respec to arms while keeping both your weapons on you wont drop them until you die or zone. So if you respec in ogrimmar you can just go arms spec with two two-handers. So for all the duels in the beginning it was "cheating".
This made me LOL really hard. 2 2h bladestorm
