With some resolutions, the console does not actually show. It is to the left of the screen, past the edge. To check if this is the case, press ~ then type about 20 letters in. If you see something on the bottom left of the screen, it is your resolution. if this dosnt work, report back to me, or try doing a simple google search for "tilde key wont open console in fallout 3" your bound to find something. I have heard remote access stuffs up the tilde key sometimes,

If you have the time and the money you can, but if XBL finds your mods then your going to get banned. Its much cheaper and safer to do it on the PC. I have both and got red ring on my 360 like 3 times. Just from over playing, I dont even want to get in to moding the 360.
