Forgive me if I'm misunderstanding, but I thought that Bruce was in fact saying that it is absolutely necessary to take action, and the clue is in the word 'attraction'. He says that we have to start taking action in the direction of our goal so that we create a 'domino effect' which eventually takes us to our manifestation.
