Yes this is the same as the DC version. It was nominated for a BAFTA for best sound in the 2000 awards, I was on the jury so got sent a copy. It didn't even get shortlisted but it was great fun to play!
I don't have the Dreamcast version. This was released in 2001. I think the DC had finished by then. I know there is a Wacky Races which was released for both DC & PS1 - perhaps that's the one you're thinking of.
Oh, i have a game simply called Wacky Races on DC, that was released in 2000 and it has exactly the same loading sequence as this video so i just wondered if the gameplay was also the same.
