What he is trying to mean is that this UMPC has 3G module built in and thus by usin DC unlocker, you can enable the voice function and thereby using the UMPC as a cellphone.
Not sure if he mentioned it but the 3g module isn't voice capable by by default you have to use DC unlocker (4 euro) to enable the voice functionality .
Very fast UMPC with excellent touchscreen drivers id recommend using Tiny7 on it as it only takes up 2.4GB of SSD
