It is pretty creepy, but when you figure it out, it makes sense and is not so creepy.

Basically, the colonel that Raiden was talking to, was not the REAL Campbell that Snake works with. It is a program inside Arsenal Gear, used to make Raidens mission more realistic. And when they upload the virus to the Arsenal Gear, AI, it therefore starts damaging the programs and systems, including the Colonel. Hence it sends Raiden incorrect messages, and distorted picture.
