watch close and you can see the 2nd trigger pull, hes only releasing the trigger far enough that it resets and hits it again. lots and lots of range time and practice to get that good

Simply it's the basic function of gun run in a more efficient manner.
The gun has to be cycled all the way or the spent shell wouldn't extract, nor would the next shell cycle properly.
There's no trick involved. That's not even my shotgun, that's a standard Remington 870 from a student.
The key in cycling the action "faster" is in utilizing a technique referred to as "stretching the gun" where the forward hand gently pushes forward as the strong hand pulls to the rear.
