@imwhitebeard They wouldn't have had Ivankov, Crocodile, Jimbe, and Buggy, and Zoro would have been out of comission for pretty much the whole thing, though.

Hell, without Ivankov they would have had to deal with Kuma by themselves, which would have been impossible for them. And then there's Donquixote, who Crocodile kept busy, and Moria, who Jimbe completely neutralized (Sure, Moria is weak, but his zombies would be tiring to fight if combined with the rest of the Navy's forces).
