As for the Eight Point Plan it was meant to deter further Japanese expansionism, though it resulted in the exact opposite. But the problem some here failed to recognize is which country's military forces were killing in civilians and soldiers in countries other than its own. Japan sent thousands, military forces and civilians alike, to China (call it 'invasion' or 'visit'). Then these people start thinking that they were on an excursion. They killed Chinese because their 'peaceful' excursion was interrupted by annoying Chinese.
