I had a lot of trouble finding Angus. He just wasn't around then all of a sudden he pops up around the corner from the tavern.

What's the max level in the game?

Level 50.

If you progress naturally through the game and complete most of the quests you'll reach up to about level 40.

Obviously I don't do any xp hording in the walkthrough.
