The reason he reads this bill slower than his world record claims is Familiarity. If you read his book and just use common sense, you'll realize that you read detail ridden content much much slower than a well known subject to yourself. also I bet these pages are bigger than the the book that the tested him with.

Obviously, as Kennedy said, speed reading is a must for congress. Personlly I can't even turn pages that fast.

World's fastest reader? Really? Howard Berg? This bill had an average of 150 words per page. If this guy reads at 30,000 words a minute like he claims, he would have finished reading this 1990 page bill in 10 minutes. What a fake! Cavuto always exaggerates when he's poking fun. It took this liar 50 minutes to read this bill!!!

Howard Berg was brought up on false advertising charges by the Federal Trade Commission and plead guilty - Howard Berg is a rip off fake!

Speed reading isn't that hard to learn if you read a book on it. I can't go as fast as him probably but I read fast enough for my taste and for my own purpose.

@Mercer1628 Mate u said u can probably read as fast as him, congrats. However, I am struggling so hard to go above twice my reading speed and just can't. SO my QUESTION to u is, how did u manage, what book did u read...some advice?

@ax31rebound It just takes some practice. I read my mail and it helps me to become faster, with the internet and so much to read it is hard to be a slow reader. I am not interested in reading long books, I just love reading whatever my friends write most of the time, reading what my interest are helps me to be motivated to read a great deal. And if you don't like reading sometimes you can trick yourself by pretending to like it. Theres all sorts of things to read everywhere we go.

This stuff is a bit over hyed I think. I think everyone probably could come close to reading as fast if they practice and time their self. Some are slow because they just don't read very much. I could read well in high school only because I didn't understand it, now it seems pretty easy, of course it helps a great deal if you know the exact meaninf of words so you can sort thoughts quickly without much effort.
