Well, It's SUPPOSED to be in the episode 'The Blackout' -- but actually is just an outtake. In the real episode he's all drunk and dirty looking, the bit where he looks all fancy is kind of a parody of that. Very funny though, even if it's just in two seconds of the outtakes. :)
