I mean, it's an interview so ask whatever you like, but I think his agenda was to ask something so hard-hitting that it would provoke an emotional reaction and make for a more marketable interview, whether he had to wound her for it or not. There are volumes of good questions you could ask Tori that don't involve her rape, he was looking for a way to "spice up" the interview I think, and Tori seemed upset by the video.
