An hour per 15 miles is the rate of time in terms of distance, which is completely arbitrary since time is constant regardless of the distance traveled.
man i was cheering this guy on like crazy at the olympic trials. i felt so bad he didnt make it cuz he definitely is the best runner in the history of wisconsin high school track with the exception of gabe jennings.
i actually ran the 1500 in this meet...this was like the featured mile there. we ran right after them so there was this huge crowd to watch us go like 20 seconds slower

k first off Usain bolt's top speed is around 27 mph
2nd the math of the average speed is... (for a 4:00 flat time)
4 min/ 1 mile * 1 hour/60 min = 1 hour/15 miles or 15 mph
so its slightly over 15 for a sub 4 min mile

= 38 sec/400 = 2:32/1600 = ~ 24 mph
ALSO... that is his average.
therefore, at the top end he is well above 24 mph
