Korean animators were likely heavily influenced by Tezuka's work. Also I speculate that the reason for the trend to have continued so long is that it helps an animator's ability to animate and emphasize emotion. However, it is not ALL anime, but many I admit, since big cute googly eyes seem to work well on schoolgirls :P
