Read this (especially last line). This you can't use a certificate of live birth to obtain a passport. There's a reason for that.

Both parents have to be American citizens, just like the Congressional inquiry into John McCain's status... both parents were American's. Were both parents of the alleged president Americans at the time of his birth, no matter where it occured? Native born, equals born in the U.S. - Natural born equals both parents were American citizens at the time of your birth, don't confuse one over the other. The Constitution requires one to be Natural born... both parents being American citizens, period

I submit the opposite is true. Furthermore, I don't care in the least if you think google/Youtube has not consistently supressed video views or censored channels for "Fair Use Violations." They just removed someone who had C-SPAN videos up and there could be no better evidence of "Fair Use Doctrine" than C-SPAN!

No, you're definitely right, that YouTube is obligated to obey the law..If they provide a service like this, they have a legal responsibility to ensure that the rights of copyright holders are not violated. Personally I think copyright law has been expanded to be over broad, and should not apply to a person, say, having a song play in the background during a vlog. But YouTube doesn't write the laws, they are subject to them. Blame the law, not YouTube.

Youtube has repeatedly supressed/censored channels under the guise of Fair Use violations. It happens all the time. In fact, it was the entire impetus for my creation of a channel on YouTube. Using C-SPAN clips or showing newspaper articles is completely legitimate under Fair Use and yet YouTube has often cited those examples as reasons to suspend accounts. "Coincidently," they are most always channels critical of establishment so draw your own conclusions. I put nothing past Google bastards.
