My understanding is that tibetans can return to China at any time, where they can practice their religion if they wish to. However, they may not practice sedition. The Dalai Lama, paid $180,000 yearly by the CIA, left Tibet. He also can return.

In Tibet, the serfs and slaves that China emancipated in 1959 have no reason to be ashamed of the joy they feel for having personal freedom. The Dalai Lama should apologise for making bad decisions.
