I think you've got that a bit confused. There are plenty of other ways to be Big Government, without war. Heck, just look at the current Administration, even without the war. It just helps to be pro-war, for the reasons you said.
*But*, you can't be for small government if you are also pro-war. THOSE two are mutually exclusive. That's where a lot of RINO Republicans fall off the rails.
