The other day I took a ferry from Tacoma to Vashon Island. And from Vashon to West Seattle. The water was very calm and we saw a baby orcha.

No, he said Port Townsend, not Whidbey Island - they are distinctly different different as one is an island and one is on the Olympic Peninsula (if you have "lived here" you'd know).

How can the deck be 30 feet above the water if the freeboard is 3 feet and the auto deck clearance is 13 feet? it should be no higher than 18 feet.

You are incorrect. The top deck is more than 30 feet above water.

Update: they recently took that ferry out of service due to a crack in the steel hull, caused by rough seas on this route.

You are incorrect. The height of that deck is only about twenty feet, and that's allowing for six feet of freeboard. Though I admit I've only worked on it once or twice.
