The other day I took a ferry from Tacoma to Vashon Island. And from Vashon to West Seattle. The water was very calm and we saw a baby orcha.

How can the deck be 30 feet above the water if the freeboard is 3 feet and the auto deck clearance is 13 feet? it should be no higher than 18 feet.

You are incorrect. The top deck is more than 30 feet above water.
Update: they recently took that ferry out of service due to a crack in the steel hull, caused by rough seas on this route.
