Rocky doesn't move around as light on his feet as he did with the final fight against Clubber. He had a lot more Apollo in his fighting style in 3. However since Apollo got killed, he probably took a better strategy in this fight.

Drago is trained by the state, the state speaks for him,etc.While Rocky is the the self-made man,the American dream, a product of a system where the sum of all individual efforts will produce a wealthy society.This movie speaks of the failure of communism. In the end, Drago yells at the Politburo that he fights for himself (discovers the value of individualism), the crowd cheers for Rocky and even the Politburo applauds.Crushing defeat for the commies!
