I am a Kate Bush fan but I always thought her contribution to this was minimal and incidental and that she was included as a way to put her more recognisable name on a record to widen its pop appeal and that a duet would make it more attractive to for radio play because of the political lyrics - it had to be sweetened for that reason.

She doesn't contribute anything beyond a some half-spoken chorus-type lines - certainly nothing compared to PG's unforgettably anguished vocals from 3,40 to 4.24.
