need to run a lot slower, steel isnt always the best material for the surface tension either, you have shear thinning going on more than you have the weisenberg effect with slick steel and high rpm. try a stable rod sanded rod at a lower rpm
Bad experiment. you move the rod yourself, you cannot get a good reading because of that. Try measuring in circumference speed, not plain rotational speed. try different diameters, with the same circumferential speed. Do try motoroil as well.

Oh and the rod is 'swirling around' like... excentrically (excuse my bad english) take double bearings, make a proper experiment.
