From what I saw on a video depicting the bosnian player that had been hit by the Portuguese police was that a few bosnian supporters were pushing into each other and trying to get into the stadium without being checked. The authorities need to check for contraband, and weapons, as in the game today, there were projectiles thrown at the ref and we wouldn't want a loony pulling out his revolver and shooting people in the stands or on the pitch
