When COD3 was released IW was unware until it was announced and Activison was like "Oh yea they made a game so yea.." so since IW would have more time to make COD4 they decided to make it. Also the contract they signed said in the print a CoD game would be released every year with every other developer. Aka BO = 2010 MW3 = 2011. So basically since IW was stuck with Activision so they had to take the contract.
