i heard something like this a long time ago i lived in south America. about 10 or 15 mins from the docks, and early in the morning (about 3 or 4 am) sounds like this would come up.....i freaked out at first then i was told it was heavy machinery like the giant cranes that load cargo ships. am not sure this is something related but eh. my 2 cents.

Some reason for H.A.A.R.P. is for weather manipulation and to trigger earthquakes including tsunamis. It causes harmonic vibrations in the tectonic plates. The one you can verify is one that was done LIVE at a baseball game prior to an earthquake. They heard the sounds on camera live at the baseball game. One announcer said it sounded "supernatural" he said. The moment I saw, live, verified, I began believing that these are real sounds being recorded. (Maybe not everywhere -- but it is a real validated occurrence with multiple sources at that baseball game -- so this stuff in general is confirmed.)

Mark, actually there is a single segment which replicates a sound that's been recorded since the late 1980's. That's the low "vibrating base" noise. I agree, I've played this video a few times, and the "horn / rusty lid" noise is probably a hoax. A tip off is that it's supposed to be within a week. The authentic sounds (except for the infamous "Taos Hum" happen for a day or so, then disappear, and are few and far between. Good post.
