Has something to do with administrator rights...Your PC will likely give a blank screen (Desktop without icons and stuff) Simply open your active tasks, (ctrl,alt,del) press file,new task,type Regedit in the search menu,Switch the file you made back to explorer.exe and reboot again...Or wait a little while...That's how I fixed the problem.
