No she wasn't. Steroids are ILLEGAL in that state. If they had been found she would have been disqualified and the trainer/owner would have faced a ban and or fined.

Look! "Ruffian4Ever" I was a Ruffian fan when she raced and it broke my heart when she was injured and put down. But that was then and this is Rachael Alexandra and Zenyatta's time now. And both of them beat MTB in the races where he had a shot to beat them. Facts are facts and your mindless insults at this great filly can't cancel them.
Well, that's great. Why even bother watching the Belmont now? No Triple Crown, and no match race either. It's like they just decided to enter the Preakness to be a spoiler.
I'm sure they didn't do it just to spite racing fans. It was a business decision (i.e. $). The Filly was Taylor Made for that short distance. It was the only of the 3 races she had a realistic chance of winning. Anybody could see that in another 1/4 mi. she would have been overtaken. She was fading at the end and that was only a 1 3/16 mi. race. She's a speed horse, but the Belmont is a marathon, not a sprint.
They played their cards when they had a hand, then folded when they didn't.
To Ruffian4Ever & JunmaiShu - Rachel Alexandra could have won - her owners refuse to put her on steroids and wreck her future chances - good for them. We are the only industrialized country that does not thoroughly test for doping in the racing industry. Humans can freely choose to dope themselves - horses cannot. Rachel is an incredibly strong and tenacious horse and could have been a contender today. She might not have won but she would have placed at least 2nd or 3rd.
If this jockey wins a "personal triple crown" it could switch the focus of horse racing onto the jockeys, then they'll be able to have their balls cut off or stud when they're retired.
