That's Greedy Humpty Dumpty, a Color Classic produced in 1936 by the Fleischer Studio (Popeye, Betty Boop, Superman). Handsomely funded by gold from Greedy Humpty Dumpty International in 2011: pundits, judges, elected representatives, etc.
