Intelligence is ~70% genetic. Intelligence can be read from brain size and weight (recently reproved although previously 'deproved'). Eugenics makes perfect sense.

That depends on the size and complexity of the collective and it's resource usage efficiency. A collective that runs out of resources of it's land base with excess population will do those things that you describe, but not cell based collective of self contained mutually supporting communes. This type of society has never been tried.
