You're right, In the video they aren't MP3's. They are WAVs. This is not a T-mobile public release phone (which also can use the mp3s as ringers). T-Mobile gimped this feature out of the version of the phone they sold you. So they'd make more money off selling you ringtones you don't actually want.

The unit in this video is not a t-mobile public release version. You can clearly see WAV's being played in the ring selection area in the video.

1) You didn't notice it in the video.
