So out of all the police officers and first responders and the people they know and probably talked to, only this guy and maybe a few others came forward? Hard to swallow being most in law enforcement and rescue are "good" folks and it's the very few who are "bad." So Terry had documents of evidence, and he was driving around with them, then, after he was killed the murder didn't take the documents then, instead they allow them to processed by locals and then are taken? Story is getting bogus.
