You turn it on or off (icon appears at top left). And it's like a loaded gun. Every 15 seconds after the last counter kill is when it can hit again. After 15 seconds it just waits for you to get hit. It does 50% of your normal damage when fixed. So basically its really useful against archers/taos because it can it them right when they nado/arrow you.

Very cool, not the best against trojans though, since they generally get 1-hit
