The reason it doesn't seem like a nasty punch is probably because the impact wasn't loud enough to be picked up on Bill's microphone on his collar. Punches don't sound like they do in movies, nor do they really look like them. Also, it doesn't take much effort for a guy as beefy as Erik Estrada to knock out a smaller guy like Maher.
