3. Limited Government in a const. sense meant in sectors that had to do with every day life. The government has an obligation to make sure its citizenry is functional; it is the only way a society can prosper. Therefore, if less people are insured, they are less likely to be taken care of and thus increasing the chances for a greater dysfunctional portion of society.
