The cop treating her like a gang warlord was not wrong. 1) She didn't pull over and as far as the cop knows, it could be because he is high on drugs and thus unpredictable. 2) Who's to say she hasn't got a gun on her?

I can understand the cop completely in this one.
He didn't use excessive force which A LOT of cops would have done in situations like this.
The woman made a dumb move, she could've been doing anything in the car.
People are born stupid, they can't help it.
As a cop you can't act out your annoyance/anger on civilians/suspects.
Seen that happen a lot so Kudo's for this cop to be gentle in a stressful enviroment, he's a pro imo.
