He (and all birds) feel quite vulnerable in the water because they cannot readily attain lift as quickly as when dry... there is the instinctive hesitation therefore. can i ask? how do u teach him not to fly around without clipping their wings out of their cage? in a closed room with they be hard to get bck on ur finger once they are let out?
We didn't teach him not to fly around; He's free to do so. (And yes, he did fly into the windows a couple of times, but things like that happen....) He usually flies circles around the two chandeliers.
And I don't know how difficult it is to get him back. He goes back to his cage on his own when he's hungry.

I'm NOT a budgie-expert, just a budgie-lover. There's loads of websites out there that can help you. I just randomly put down a bowl of water on his cage and he jumped in. ^^ I think you're just gonna have to give it a shot.

@Unolai haha thanks, also im just noticing now that he is getting a little depressed, he is addicted to his mirror and never wants to leave, its hard for me to let him be the way he is being, so if you have any suggestions on how i can cheer him up a bit, that would be great! :)

If he's young, then it's just a matter of getting him used to your hand by gently sticking it in his cage and waiting until he calms down. Then take it back out. Just keep doing this until he stops being scared. (This can take up to days, be patient!)
Just DON'T take out your hand while he's freaking out; then you're encouraging the wrong behaviour.
@updisho alright mate, the main thing is to do is if its serious u need to be hard of him okay, grab in on the sides of his body and with two fingers around his kneck (making sure its calm) and now u have to slowly turn him to get at his foot, than use maybe a knife, but the metal is for registration, so u lose him and someone finds him, hes not coming back. i might post a vid, subscribe to me

How old is your budgie?
