just look at hamsterhill's vid tut #14. In there he explains how he does it. Now the material, well that is another cool thing I have yet to master :)

ah yes... that material is really a simple trick that only works because the camera is constanly flicking around. it's just a simple voronoi texture and then in material under map input click screen. that makes it use screen coordinates to put the texture on... you ca sort of tell at the part were it stopped moveing for a little in the middle.
